Cannot post an answer to any problem

I am new to this, so this might be completely obvious, but i do not have an answer box to submit an answer to any problem. Where the box should be is the text "You must wait 30 seconds before submitting any more answers." and in the top left of the screen is the number 30. I have never submitted any answer on this account. Is this a known problem or am i just doing something stupid?

I should also add that I have already tried the common troubleshoot-y things like refreshing page, logging out and back in, clearing browsing data, different browser etc.
