I find the definition of a Set to be a little ambiguous. The Wikipedia definition is
- They all have the same number or have three different numbers.
- They all have the same shape or have three different shapes.
- They all have the same shading or have three different shadings.
- They all have the same color or have three different colors.
There is a matching state for each feature. All the cards must have the same state for each feature, but the state for different features can be different.
Does this conform with the definition in Problem 818 (View Problem).

Yes, it's the same. There's an even simpler way to state it mathematically, but I assume that not using it was a deliberate choice because it might count as a spoiler.
