What is Project Euler's stance on publicly asking for hints/spoilers to problems?

There is a rule that it is not allowed on this forum, but what about other public forums? Of course, actually enforcing a rule about what people post on other websites is not possible, but that didn't stop there from being another "rule" against posting solutions to problems online.

Is publicly asking for hints/methods/spoilers/etc. (but not the answer explicitly) on other websites about problems beyond the first 100 against the rules (or at least heavily discouraged), or not?

I don't think there is any rule, in general Project Euler team seems to prefer heroic solvers patiently labouring away at problems one-at-a-time with some help from Internet etc.

I am taking an open book approach which means: use any and all resources available to understand the solution to the problem, so I can independently code the solution to the problem.
