You have two choices for proposing new problems:
1- If you believe that your problem could eventually become published as a Project Euler problem, send your proposal to one of the admins through the Project Euler site. See http://projecteuler.net/index.php?section=contact and read the intro carefully before clicking on the check box confirming that you have effectively done that. It may take weeks (or months) before you receive a final decision whether your suggestion will or will not be developed further.
2- If you simply want general discussion with the general public about one of your suggestions, you can post it on the appropriate forum within the "Mathematical Problems" or "Programming Problems" categories on this site.
