Potential typo in question. I believe $S(2)=48$ and not $S(1)=48$ as currently written.

It's S(1) = 48. There are 4 people when N = 1, and if you write out all of the ways they look (according to the rules), you'll find 48 ways that exactly two people are looking at each other. S(2) means there are 8 people, and the numbers are much higher.

Yes, you are right. I forgot I need to consider what the non screaming people are doing.
