If triangle with sides (a,b,c) is a solution, do you consider (b,a,c), (c,b,a) etc as independent solutions?

Given the trend set by many previous problems...I would say they are the same triangle. After all, in your example, the transformations are a reflection and a reflection+rotation with regards to the original.

If one of the site's "admins" know I'm wrong, please correct me.

They're considered the same triangle. a = 3, b = 4, c = 5 is (obviously) the same triangle as b = 3, a = 4, c = 5. The labeling is arbitrary.

My program's incorrect answer is between 9x10^7 and 10^8. Am I anywhere close or else clueless?

The answer is about 5 times as large..
