Tileable:

7[times]50 can be tiled, 7[times]98, 19[times]200, too. The other three not.
All four from the second group can indeed be tiled.

Depends on the units in which the Tatami are measured.

Someone please confirm the following results:
smallest s such that
T(s) = 20 is 30240
T(s) = 40 is 327600
T(s) = 160 is xxxx
T(s) = 180 is xxxx

T(s)=160 and T(s)=180 confirmed.
But I will delete the values because they are too close to the target.
