Is it "from a point P outside e the two tangent" or "from a point P inside c and outside e the two tangent" ?

I presume you are refering to problem #246, so I changed the title (was #245).

Point P is outside the ellipse.
Nothing is said and nothing can be assumed about its position with respect to the circle.

semi major axis = 7500
semi minor axis = 5590.16...
